Construct code that opens a text file in read, write or append mode and closes it, using Scanner, FileWriter and BufferedReader in Java or open, read, readline, write and close in Python

Construct code that reads a file record by record until the end is reached, splitting each line into fields and processing them

Construct code that writes new records or appends records to an existing file, and explain the different effects of write mode and append mode

Apply exception handling to file operations so that a missing file or failed read is reported without stopping the program
